As I'm sure others will tell you, Hotmail is one of the worst email
providers to deliver to.

Follow all the "best practice" is about the best you can do: remove
complainants quickly, subscribe to SNDS, use DKIM and SPF, use their
feedback loop and so on, as well as the things described here:

Well you can use ReturnPath, but my limited experience to date has been
pretty poor, not to mention the extortionate fees they charge.
