As discussed earlier in this thread, in order to enforce maildir quotas the best solution is to use Dovecot with LDA or LMTP and define quotas there; Dovecot offers great flexibility with quotas. You might be able to do the same with other POP/IMAP software with local delivery capabilities, but I don't have any experience with these.
