Postfix mailbox size limits are not a quota mechanism. They merely
make explicit that all resources must have sane limits.

To support quotas with Postfix, you need UNIX filesystem quotas.

Use Dovecot if you need a mailbox store with per-user filters,
per-maildir quotas, and so on. Recent Dovecot versions should
support LMTP, so performance is not an issue.
