The postfix limit is a simple max-file-size limit and not a
quota system. Therefore, it is not effective on multi-file
mailstores such as maildir.
To implement quotas with maildir storage, use a delivery
agent that supports quotas or use filesystem quotas.

If all users are virtuals how to enforce filesystem quota ?
If you can't use filesystem quotas, use a delivery agent that
supports quotas such as maildrop or dovecot/deliver.
