mail seems not to be important for them because since many years

There is no RFC which state something about the IP to use for sending. So while you are right about the consequence the guilty ones are the ones rejecting based on a arbitrary decision which IP they deem good and which not. BTW: Most of the "Mailservices" like Hotmail,Yahoo etc. blocking DUL unconditionally don't value mail anyway.
