As said it depends:- If you simply want to encrypt between a small number of sites use enforced TLS with cert checking - If you need encrypt mail traffic and others between a small number of sites with trust relationship use some form of VPN - If you need ad-hoc encryption of e-mail with a number of mail recipients implement some form of PGP or S/MIME gateway
I can say it is not that hard to setup Djigzo and it provide a poliy drive way to handle encryption and signing for e-mail.
