Just set in dspam.conf:
Opt out

Or if you use the preference extension then execute this:
dspam_admin change preference default optIn on
dspam_admin change preference default optOut off


You know that DSPAM has something that they call "groups". There you could make 
a global group (shared or merged) to be used for all new (or existing) users. 
Or you could use a classification or inocoulation to help users using DSPAM.
