This is not true, smtpd_sender_restrictions does not control relay,
and smtpd_recipient_restrictions (which does) had no such permissive
lookup.

Regarding the OP's problem, there is not enough information here to
determine the cause of backscatter. Typical backscatter is caused
when you accept mail that you cannot deliver. I would suggest a
search of logs for bounces that were sent.
