The biggest new "feature" is milters. You might not need them, but they are nice to have when you suddenly think, "Hey, I'd like to do... this." and the answer is "milters".
But would my server, for example, be a "better citizen" from the perspective of other email servers talking to it if I upgraded?
Certainly it would be if you update the OS. Keepig the OS up-to-date is crucial for any machine with an Internet connection just because of the security. Doubly so for a mailserver because of the risk of getting rooted and turned into a spam-factory.
Is 2.3 end-of-life coming any time soon?
Well, 2.2 has been EOL for several months? a year? So I'd guess 2.3 will be EOLed sometime soonish.
