Personally, with that kind of abuse I'd start blacklisting Digital Ocean IP addresses, or even entire netblocks, and be done with it.
sure, that's already in place. i've a general policy ... more than 'a few' DO sewer-pipe IPs in a /24, gets a block of the /24. as you can probably, guess ... i've a *lot* of DO 24s blocked. over time, that's grown to include a few significantly larger blocks. and, yes, i've considered blocking all of DO. personally, i've never missed anything of value or interest from their servers.
