SOLVED My fault.
I was looking for reasons in my Ubiquity router's configuration and found that Ubiquity had added a filter for TOR exit sites in an update and it was enabled by default. Of course the setting is buried and a search does not bring up the setting. Why it is being triggered and why it was set by default is a topic for Ubiquity to answer.
