It is worth noting that the Spamhaus list measures something that is not
really useful from a spam detection standpoint: the absolute share of
spam from various TLDs. They have a huge diverse collection of data
sources and can measure that reasonably well. It is interesting but that
high-level view of All Spam is not particularly useful for determining
whether a specific message is spam. The SA list is maintained based on
the share of the mail from a TLD which is known to be spam, based on our
contributors' mail streams. That is a metric which is relevant to the
decision of whether a specific message is spam.
As others have noted, using an explicit list of TLDs to reject in
Postfix is not a great tactic, as that will always need monitoring for
false positives which can be mostly mitigated by using a scoring spam
detection system.
