That's up to you to keep them in sync, perhaps with a master/slave replicated database, or simply using rsync and a cron job on the appropriate db files.
Do keep in mind that user lists are not the only thing that have to be kept in sync, you must also make sure that both servers have exactly the same anti-spam measures in place or you run the risk of spammers being able to bypass anti-spam on one server by simply trying to push the spam onto the other server. This includes things such as postscreen cache, Bayes database files, etc.
I would recommend revisiting your reasoning for wanting a second server, they are usually not needed and require a lot of extra work to set up and maintain than just a single server.
