Then you haven't updated the right configuration files, and you need to use /path/to/other/postconf debug_peer_list=ip-of-telnet-client /path/to/other/postconf debug_peer_level=2 /path/to/other/postfix reload where ip-of-telnet-client is the IP address of the client that you use to/other send the commands with telnet.
