What are the minimum permissions required for postqueue ?

postqueue run as an unprivileged user returns :
- no output
- 0 exit code

Both of which probably need fixing in a future update ?  If its meant to be run 
as a user with some sort of privilege it should be erroring out (or at least 
returning != 0 exit) ?
