I wonder why it is *always* 25 seconds, while the other delays slightly vary, which would be normally expected. Is it possible that something in your sending pipeline is introducing an artificial delay when setting up the connection, for example something tries (unsuccessfully) to connect to somewhere and only *after* the attempt times out, Postfix continues with connection setup?
