This measurement does not use any Postfix daemon processes, so it
is no good.

What I first need to know is which of the commands reports the
wrong time:  mailq (while Postfix is actually running) or postcat.

I also need to see the evidence that leads you to this conclusion,
because unfortunately too many people make mistakes.

Once that is determined, I may ask you to compile (NOT INSTALL)
Postfix from source code that has not been modified by the friendly
helpful Debian maintainers.
