When Postfix queue files are restored from archive media, (Postfix must
be stopped first on the target machine) you must run "postsuper -s"
to integrate the new queue files into the queue. If the target queue
is not initially empty, it is best to restore into an empty Postfix
instance with a queue-directory in the same file-system, and then
"mv" the files from the hold-queue of the empty instance to the hold
queue of the target instance.

This is reasonable, if the target hold queue is empty.

The files should not have had mode 0600 (except for incomplete queue
files in "incoming"), and you should NOT change the mode.

Mode 0700 files are complete messages, mode 0600 are messages under
construction, and should never be seen outside the incoming queue.
