If you really have the CPU in wait 10% - 30%, then that's very likely
your problem.  Is there something other than postfix running on this
box that is putting demand on the disk?

Ahh, running a database?  If it's a busy database, and is on the same
physical disk (or raid) as the postfix queues, the first thing you
could try is putting the postfix queues on a different disk (which
could mean running the database on another server, that's one way to
separate their disk needs).
