This approach encourages activist ISPs which I am not entirely sure is a good thing.

It's a very gradual slip-slidery slope...first you block one evil, then another, and then you discover someone thinks _you're_ evil, and then you're blocked.

I'd rather have ISPs just provide the pipes, and leave the blocking to people closer on the receiving end, so everyone can see what they want to see.
