Yes.

Common sense, and automated sense, because in the vast majority of cases
(i.e. commonplace), the request is automated.
Tho I'm not the one whom you asked. I can say as a long-time Maintainer; that the solicitation for feedback is automated in the sense that Bugzilla determines
whom the Maintainer is and CC's them.
