Yes.Common sense, and automated sense, because in the vast majority of cases (i.e. commonplace), the request is automated.
Worth mentioning: I sometimes make mistakes when attempting to use the Bugzilla GUI for such things, despite the on-screen hints that are intended to avoid mistakes.
