We're not talking about your clients... We're talking about the "government" of the Phlippines. I think you know the characteristics, good and bad, of our government. In my opinion, as far as the phillippine government is concern, mandating the use of FOSS in the government has a lot of advantage than being choice-oriented. I think those are already stated in the bill.
