Are you saying FOSS advocates are anti-choice? The reason why this
government has not mandated the use of a specific software in the
public sector is a MATTER OF POLICY, or lack of it. It is a political
and social issue not merely a technological one.  With lobby groups
doing everything to oppose this bill does anyone really wonder why
legislation like this does not succeed?

Do not evangelize F/OSS. F/OSS is just an acronym for "free and open source
software"…hence technology. No need to be overzealous about it.
You have a shallow picture of what FOSS is. But that really isn't
surprising coming from M$ ain't it.
