My apologies, I probably misinterpreted what you meant. If you meant to ask 
whether you can choose to not accept the OEM windows and thus make it cheaper 
I think that is not possible, since you would have to pay the entire amount 
and then apply for a refund from MS. Here's an example of how it works:
