From looks of it you did not do the original install of Postgres from the PGDG repos. The first thing you need to figure out is where you installed Postgres from? I am not a RH user, but I believe the below might help:

yum list installed | grep -i postgresql


[root@brurhenaaa001 postgres]# rpm -ivh postgresql11-pltcl-11.2-2PGDG.rhel7.x86_64.rpm
error: Failed dependencies:
        postgresql11(x86-64) = 11.2-2PGDG.rhel7 is needed by postgresql11-pltcl-11.2-2PGDG.rhel7.x86_64         postgresql11-server(x86-64) = 11.2-2PGDG.rhel7 is needed by postgresql11-pltcl-11.2-2PGDG.rhel7.x86_64

    If you are using the PGDG repos then it looks like you need:

    
https://yum.postgresql.org/testing/11/redhat/rhel-7-x86_64/repoview/letter_p.group.html

    postgresql11-pltcl

    Not sure if that would also work for the RH repos.
