Well it should be a different message something like:

/usr/pgsql-11/share/extension/pltctl.control": No such file or directory

correct?

If the above is the case then:

1) How did you install Postgres, package or source?

2) If package, from where?

3) What does pg_config show in the CONFIGURE section?

    I am guessing you actually want:

    CREATE EXTENSION pltcl;
