I'm running an AMD 64x2 on an Asus M2A-VM motherboard. I suspect they are both obsolescent by now but they were well within your budget. Pretty much any AMD or Intel processor that supports hardware virtualisation should work OK with KVM. So should most motherboards that run Linux OK, so long as the BIOS doesn't disable the virtualisation hardware. I'm not sure if you can run KVM without hardware virtualisation support but it would be horribly slow anyway.
I have no experience of software RAID, but IIRC LVM supports it and KVM works fine with LVM volumes. If you've got a spare box knocking around with a recent processor, why not just try it?
