Tony, A definition of a competent person from my Health & Safety training course was "someone who knows what he doesn't know"! Have a look at the HSE site for guidance on PAT testing as a lot of rubbish is put out on this topic by organisations that want to sell their services; http://www.hse.gov.uk/electricity/faq-portable-appliance-testing.htm You do not need to test every year, you do not need to label each item and you do not need a qualification. You do need to visually inspect the item, not just test it, as 80% of faults can be seen ; damaged cables, damaged plugs, wrong fuses and cracked cases. If you still need labels then RS is as good as any other source. Instructions on how to do the test comes with the test equipment but usually they have two options, Class 2 (doubly insulated -no earth required) and Class 1 (requires an earth lead for protection).
