it is not just high profile and sponsored stuff, it includes home made 
pop videos using original soundtracks.

A friend did a skydive which was video recorded and he got a DVD with a 
backing music track. when he uploaded it to Youtube for overseas family 
to watch the soundtrack was overwritten with elevator music due to 
copyright infringement.

Equally many videos I have tried to look at have been pulled due to 
infringement, often with the background music also some videos of live 
music.

Youtube already does what the Digital Economy Bill is trying to do.
