I have the version of ubuntu before 9.04 running the default gnome desktop and 
on that desktop there are only 3 menu "Applications places system" the one you 
want is system  under that menu there is two sub menus the one you want is 
preferences in witch you will find "Network Configuation"

Don't "edit" the memu item RUN it and check the setting it will present you 
with.

There may be also a icon on the menu bar that you could click on and try
