as I thought, that's a 2M fixed speed service (Home 2000 from BT Wholesale) rather than a rate adaptive one. You would expect 8128/448 if you were on MaxDSL Home from BT Wholesale so it just needs a regrade order to fix it. Getting that may be another issue, of course.
