The term 'Creative Cloud' is a misnomer. The software and files
aren't in the 'cloud', they are run and stored on your own computer.
If you decide to cease subscription, your files aren't touched - if you
have saved edited files as jpg or tif, they can still be accessed by
other software. If you saved as psd, earlier versions of Photoshop
will still open them, with the caveat that any features specific to
Photoshop CC wont be recognised in the earlier version.
I was skeptical of the subscription plan at first, but I've changed my
mind.
Thanks Brian, it's good to see a different viewpoint. I see that the UK
prices start monthly from £8.78 per month. If the files are stored on your
own computer, that's a different matter.

Where there has been a problem is with verification.
The software resides on your computer, but periodically it checks for
updates & verifies that you have a current subscription. If it can't
reach Adobe's server, the software won't start.
If Adobe's login servers go down when your software is scheduled to
verify your subscription, you're locked out.
