Can't tell you what are the champions "on the market," but the finest-grained colour 
negative film I've ever used is Fuji Reala, and the finest-grained black and white 
negatives I've ever produced came from Tmax 100 (rated at 50) processed in Microdol-X.
I'm not partial to grain either, so am looking forward to reading other responses.
