The thing is, while you're in "Safe Mode" you need to reset the video back to something generic (like 1280 x 800) and reinstall the drivers for your video card, or update them. Booting in "Save Mode (VGA)" won't change anything long-term, it only gets you to a booted system. You still have to sort out whatever's wrong with the video.
