Hmm, it's like in point source enlargers. These scanners use a point source, which is of course bad. Had they used something larger, it would be much better. What might help is some sort of median filtering, have you tried it? Median the image and then apply USM with more than normal values. You might need to experiment a lot. Or perhaps a despeckle filter. Another thing to try would be defocusing your scanner slightly (if it has any provision for focusing manually). Experiment heavily.
