Check the DMA settings in the BIOS and at the OS level on the existing
HD controllers. They should at least support UDMA/33, but on a machine
that old you may have to turn on DMA manually on each  IDE
channel/target.

You could also get the $12 controller card, but that will complicate
things as far as the boot process and OS drivers are concerned.
