If you are shooting under light of the wrong colour balance, you use
a filter on the lens to correct the light.
However, the flash is then the wrong colour, so you filter the flash
to match as closely as possible the colour of the ambient light.
As an example, shooting under florescent light, one would put an FL-D
filter on the camera lens, and then find a green filter swatch in the
swatch book to put on the flash.
