I don't claim to know a whole lot about "bit rate" and all..but as has
already been pointed out here: lowering the bit rate (from what little I've
figured out) only makes the sound worse! If it's a poor recording to start
with, changing the bit rate won't improve it; if anything, to improve
quality of sound, it seems to me that one would want to raise the bit rate!

Lowering the bit-rate wil not improve the situation. There may be a
number of reasons why you are hearing distortion, and changint the
bit-rate will not fix this.
When you say distortion, do you mean over mudulation, or are you
hearing artifacts in the audio?
