lets go back to something else here Live Who encoded them and what were the 
input levels?  Lowering
either the bit rate or sampling frequency would only further degrade the file 
or files.

Lowering the bit-rate wil not improve the situation.  There may be a 
number of reasons why you are hearing distortion, and changint the 
bit-rate will not fix this.

When you say distortion, do you mean over mudulation, or are you 
hearing artifacts in the audio?
