I always just get it from winamp.com. The direct URL is http://www.winamp.com/media-player/en. Note that downloading it from this page is now accessible. I like to think it's because I contacted the web site administrator a while ago, but it's probably just a coincidence!
I find the latest version is as accessible as it ever was. You need to use the classic skin and I don't think the on line library stuff has worked in a long long time, although the podcasts and local media parts of the library seem to work for me.
