Sounds like ya have some faulty discs there. sounds like a really really silly suggestion but have you tried flipping the disc over and trying it the other way? sometimes cdr media gets put in the cases up side down, and sometimes you get a few discs that can't be recorded on in the spindle of blank cds.
Either way, your burner isn't recognizing the disc is present.

I have my project put together.  When I insert the blank cdr, I keep getting
a message, after the record dialogue box appears, and I have pressed ok, to
insert a blank disc.

No matter how many times I eject, and then, put the disc in, it just keeps
asking for me to insert a blank disc.

At this point, I really don't know what to do.
