Are you running SELinux in enforcing mode? I have a very similar error on a CentOS 5.5 server I was building and trying to setup Bugzilla. Try something like: chcon -Rt httpd_sys_content_t /path/to/otrs To allow an SELinux apache installation to access the otrs file paths. Mark.
