When I type http://inside.rnome.com/otrs/ in a web 
browser, /var/log/apache2/error.log shows:

[error] [client 24.97.161.122] Attempt to serve 
directory: /opt/otrs/bin/cgi-bin/

I hope this is helpful in tracking the problem down.
