As long as both sides of the tato look interesting it's no problem. But
usually only one face is so maybe you could glue two back to back. Then it
doesn't matter how much they move their head, the earrings will always look
nice.

As Judith already wrote, nail polish is too agressive, especially for
handmade paper. I use diluted standard white wood glue in 2 or 3 very thin
layers. If the layers are too thick you'll end up with a white glow on the
paper. It has to be a lot thinner than nail polish, more like milk. The same
goes for Mod Podge which is more or less the same stuff. They're both great
paper glues by the way.
