Currently the best way for people to join (and help)
the project is to take up maintenance of a package (or a few packages).
I put out a call a while back for people to help with this and did get
some replies but there are still many unmaintained packages as
https://home.comcast.net/~sdwalker/uscan/index.html [4] shows.

Please advise on how one should request developer rights to maintain a
package. I sent such a request a few weeks ago and got no response at
all.

I have to agree with Luca here. I have been doing a lot of work
in support of the ramips target, and most of my submitted patches are
still waiting to be committed. I want to contribute, but I don't feel
like I'm getting a warm welcome.

Layne Edwards

Sorry I
missed the request. Send me a email with the packages you would like to
maintain and I will get you setup. To get access to target is a little
more involved (if you are interested), but I can run it by the core
developers and see what everyone thinks.

I see your email
about ramips, I can not commit it as I have no way of testing but I will
ping a couple other devs.

Don't get me wrong, I'm not
complaining or being impatient about patches. I completely understand
that the devs are busy and it may take a few days (or even weeks) before
patches make it to trunk. I'm just agreeing with the OP. Since the devs
are busy, I would expect that new developers would be welcome and
appreciated.

I may have submitted my request via the wrong channels. I
sent it to "openwrt-hackers at openwrt.org" per the contact information
on the trac wiki. After receiving no response, I forwarded the request
to several of the core developers. Regardless, I requested dev privs to
the ramips target. I have several patches for the ramips ethernet and
switch drivers... and would like to do some more work here as the
current drivers are relatively immature (lacking swlib support, etc).
There's a lot of work to be done on this target.

I submitted a couple
low priority board support patches to OpenWrt-Devel, but the most
important outstanding patch is here:

Thanks,
Layne
