Please advise on how one should request developer rights to maintain a
package. I sent such a request a few weeks ago and got no response at
all. 

I have to agree with Luca here. I have been doing a lot of work
in support of the ramips target, and most of my submitted patches are
still waiting to be committed. I want to contribute, but I don't feel
like I'm getting a warm welcome.
