Bonno already gave a quick update on using TAP for layer 2 tunnelling.

I just wanted to highlight that OpenVPN uses it's own wire protocol
and does not have anything to do with the L2TP protocol.  That means
you will have to use OpenVPN on both server and client side.  But
OpenVPN is available for all major OS platforms, including the
mobile/tablet segment.

OpenVPN can also be far more stable and reliable over unreliable
links, as it often can resume a tunnel if the connection broke down.
How reliable it will be, depends entirely on the configuration options
being used.  Things to especailly look for in the documentation is the
- --keepalive option.

Other than that, it's hard to give any further advice, as your
question is quite vague and unspecified.  But please look through our
community wiki and the documentation [2] for more in-dept details, or
grab a copy of the "OpenVPN 2 Cookbook" [2].
