If you are looking to use OpenVPN to create a secure layer2 tunnel then look into using OpenVPN with the TAP interface. That will create a layer 2 tunnel. And yes, OpenVPN is a best practice solution unless you are required to use A-brand names. Just use the community version and if you need any help after reading the documentation just ask it here.
