Yes.  OpenVPN will establish a star topology, where everything has to go 
through the central hub ("you").  There is no "meshing" between clients.

"client-to-client" controls whether traffic in the hub only goes through
the openvpn server, or through the tun interface on the openvpn server
(so you can apply iptables rules).  It might well be one of the more
confusing options in our portfolio...
